Dumb AP headlines

How about "Bush urges Congress to save Soc. Security?" That implies that Social Security is in some sort of peril, doesn't it?

I mean, other than the peril caused by Bush and his plans.

But still, isn't it kinda slanted toward Bush and his rhetoric? If Bush said Ted Koppel killed a man would the headline be "Bush warns public of Ted Koppel terror," or "Bush goes crazy, accuses newsman of murder?" Isn't there a less partisan way to put it?

*UPDATE* The AP relents at some point, changing the headline to "Bush starts to sell Social Security plan." Better, thanks.
