Rep. Tom Davis (R-Va.), who heads the Government Reform Committee, fumed and sulked after arriving too late to raise a point of order against a provision in the bill, which was managed by Rep. Henry Bonilla (R-Texas), chairman of the Agriculture Appropriations Subcommittee.

A melee ensued after Davis arrived too late to raise a point of order against one section in the beginning of the bill.
When Bonilla tried to limit the time to debate amendments to 10 minutes per side, Davis sided with Democrats and objected. Davis and Bonilla exchanged heated words for several minutes until Davis slumped back into his chair and Bonilla stood at the lectern, clearly peeved at temporarily losing control of his bill.
