Indecent proposal

I've already posted elsewhere on quibbles I could take up with this article, so instead let me cut to the point:
The White House has told lawmakers it has no immediate plans to submit its own detailed proposal to Congress for overhauling Social Security, sources briefed by the administration said on Tuesday.

You'll recall, however, that House Republicans are practically screaming for Bush to introduce an bill so they won't be the ones responsible for it when they all come up for reelection in 2006.

Now add the fact the Reid has all the Democrats in the Senate lined up against it, and the whole plan seems pretty dead in the water, doesn't it?
