Bait and switch
Clearly the way to become Governor in Indiana is to make all kinds of strong pledges about fixing the economy and getting the state out of debt and then scaling back most of your pledges once elected. That's what Republican Mitch Daniels did:
Daniels ran a campaign calling for major change. He pledged to revive Indiana's economy, reform and overhaul state government, and immediately tackle the state's budget deficit and other fiscal woes.
But he already has scaled back some of his economic development proposals. Among other revisions, some of the automatic tax abatements and tax credits he promised won't be so automatic or apply so soon or to so many businesses.
