Rebuilding Iraq: Need money

Isn't it the "Kerry can't" crowd who say that there is no way the world will help us in Iraq even if Kerry gets elected? If so, then what is the point of the Bush administration begging wealthy countries for more money to help subsidize the reconstruction efforts? Wouldn't this be a pointless endeavor?

I'm just curious how that works.
