This is a news headline?

Just wondering why "Bush Defends Iraq Invasion", the common headline for the story, is news:
President George W. Bush Monday defended the invasion of Iraq and ouster of Saddam Hussein despite flawed intelligence about alleged weapons of mass destruction stockpiles that have never been found.

Hasn't he been doing that since before the invasion?

At least MSNBC adds the word "again" to its headline.
